In South Africa crime is the order of the day.Seeing that all possibilities seem to have been exhausted,  we need "Batman"to deal with crime.We also need the department of secondary crime, because the same criminals get robbed by other criminals and need to report the secondary crime to an existing institution. Therefore I suggest we should have: The Department of Secondary Crime.
